Bill/Invoice Payment is a payment service that provides users the ability to pay a bill/invoice using AttractPay’s payments acceptance services.
AttractPay makes no warranty or representation, either express or implied, as to the suitability or fitness for purpose of the AttractPay system in relation to any specific customer requirements, needs or particular circumstances. AttractPay gives no warranty, makes no representation and disclaims all liability so far as the law allows with respect to the quality, availability, legality, delivery or any other aspect of the service.
You acknowledge that AttractPay is solely providing a service and that some limitation of liability on AttractPay’s part is reasonable and customary in an Agreement such as this.
Accordingly, you agree that AttractPay shall not be liable for:
AttractPay may collect, verify, hold, use and disclose personal information about you to process your Bill/Invoice Payment registration, deliver the Bill Payment service, assist your Biller with payment enquiries and deal with complaints. All personal information is handled in accordance with our Privacy Policy.
Furthermore, AttractPay may request further information from you in relation to the payments processed via our platform. For instance, we may request an original copy of the bill paid by you for verification purposes. Should this not be provided upon request, AttractPay reserves the right cancel such payment.
This Agreement is governed by and construed in accordance with the laws of New Zealand.
Nothing in this Agreement is intended to create any rights that are enforceable by any person who is not a party to this Agreement, unless otherwise stated.
If any clause or part of any clause of this Agreement shall be found to be illegal or unenforceable, then the validity and enforceability of the remainder of the Agreement shall not be adversely affected.
Any delay or failure by you or AttractPay to enforce or pursue any remedy or right hereunder shall not be deemed to be a waiver of that remedy or right and, unless we tell you otherwise in the case of AttractPay not exercising or enforcing a right or remedy, will not prevent that right or remedy from subsequently being exercised or enforced.
This Agreement constitutes the entire agreement between us relating to the provision of the AttractPay’s service and supersedes any previous agreements and understandings between us relating thereto.
AttractPay charges a fee per transaction to cover carry costs and operations. The service Fee is dependent on the payment scheme selected (Alipay, WeChat, UnionPay, Visa, MasterCard, etc). The rate varies from 1% to 2.5% which is applied to the value of the payment made. However, we may charge more or less or no fee for particular billers. We will notify you by displaying the message before you make the payment.
Bill/Invoice Payment settlements are conducted on each business day for all transactions up to 4pm New Zealand Standard Time. In most cases, your biller normally needs 2 to 3 working days to receive your fund. Please ensure you use our service prior to the penalty date to avoid incurring penalty or late fee.
Note: AttractPay will not be liable for any late or penalty fees or actions imposed on the bill/invoice payer.
What personal information do we collect from the people that use AttractPay’s bill/invoice payment service?
We collect and keep transaction information provided by the user/customer to make a payment and payment information provided by payment schemes and banks.

AttractPay started in 2016 as a provider of payment services from China. AttractPay as an Authorised service provider of Alipay, WeChat Pay and UnionPay in New Zealand.
AttractPay is a registered Financial Service Provider and offers the acceptance of Alipay, WeChat Pay and UnionPay to New Zealand based business both instore (off-line) and eCommerce (on-line).
AttractPay also provides marketing services to help their clients to grow their business with Chinese consumers.
AttractPay’s Bill / Invoice payments service allows a user anywhere in the world to easily pay online a registered business in New Zealand via the multiple payment schemes (Alipay, UnionPay, WeChat, etc.) and methods (credit card, debit card, QR)
The user pays the registered business in New Zealand dollars (NZD) using their local currency (e.g., RMB).
User selects the New Zealand registered business from the list found on the Bill/Invoice payment page ( www.paymemate.com/billpayment ).
User selects their payment scheme (Alipay, UnionPay, WeChat, etc.) and request AttractPay to process the payments.
AttractPay process the payment and if the payment scheme approves the payment. The user is notified that payment was successful and that the Bill payees account will have the funds paid as soon as payment scheme (Alipay, UnionPay, WeChat, etc.) releases the money to be paid into the Bill payee’s account.
Funds are credited into Bill payee nominated bank account with the reference and particulars provided at the time of making the payment.
This secure and easy online service ( www.paymemate.com/billpayment ) allows users around the world to pay in New Zealand dollars into a New Zealand registered business’s bank account 27x7, using their local currency.
The service charge of 1%* (Alipay/WeChat/POLi) is less that what many other services providers charge for a bill payment service and much less what a user could pay an overseas Bank to transfer funds to make the bill/invoice payment.
*UnionPay payments attract a service charge of 2%
In some instances, the NZ registered business may choose to not to pass on the service fee and in such instances the bill/invoice amount you wish to pay will be amount you pay.
Often parents or family living overseas may choose to pay a bill or invoice on behalf of a family member living in NZ. AttractPay’s bill /invoice payments service allows you to pay a bill /invoice that is made out in someone’s name.
NOTE: payment can only be made into a registered New Zealand business bank account and in some instances will the person making the payment will have to show proof of the bill /invoice being paid.
The payment scheme the user has used to pay does not transfer funds from the user to AttractPay as soon as the transaction is complete. All the payment scheme does is says they have received funds from the payer and will transfer funds to AttractPay to transfer to the NZ registered businesses bank account. The payment scheme may take 1 or 3 business days to transfer funds from them to the New Zealand registered businesses bank account via AttractPay.

What is the largest amount you can pay?
At the current moment there no bill / invoice limit. However, depending on the user’s payment scheme and their associated account the payment scheme may impose a maximum transaction limit or maximum daily transaction amount that can be paid.
It is important to note that for now cross-border payments made via Chinese payment schemes - UnionPay, Alipay and WeChat are not subject to affect the $50,000 USD exchange quota.
